This position is located at Bureau of Engraving and Printing, within the Office of Compliance. As an Accountant (Systems) (Senior Systems Accountant), you will be responsible for promoting customer satisfaction and for the safeguarding of Bureau property, funds and other assets against waste, fraud, loss, unauthorized use, or misappropriation.
Duties
As an Accountant (Systems) (Senior Systems Accountant), you will:
Be responsible for duties associated with A123 testing and oversight; higher level complex internal control reviews, risk assessments, environmental system audits, and assist with Federal Reserve Bank reviews; as well as a full range of accountability support functions for production and off-line areas.
Evaluate the operational effectiveness of product control systems and their compatibility with existing and proposed computer applications, and identify need for refinement, modification, or redesign of systems and the improvement in such systems and their computer applications for senior managers.
Review product control systems and assess adequacy of internal controls in ensuring compliance with the standards established by the Department of the Treasury, OMB, and GAO.
Analyze, evaluate, and improve product accountability systems by developing and implementing internal controls for the systems. This may also involve designing completely new accountability systems for future equipment needs of the Bureau.
Conduct physical inventories and cycle counts for financial statement purposes.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position is defined as:
Development of policies and procedural instructions for automated accounting or financial management systems; AND
Maintaining, analyzing and reconciling accounting data using automated accounting systems; AND
Performing reviews and determining compliance with existing rules and regulations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

Basic Requirements
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
