This position is located in the Department of Housing and Urban Development, Office of the Chief Financial Officer.

Duties

As an Accountant, you will: Perform analysis and reconciliation of financial data from a variety of sources. Analyze and interpret accounting data and financial activities of HUD programs (i.e. 52 HUD grant, subsidy, direct award, 11 loan, guarantee, securities, and administrative programs) to determine compliance and appropriate application of Federal Accounting Standards and related financial management guidance (e.g. cash management, DCIA, improper payments). Identify, analyze, and resolve financial assurance issues and control weaknesses, questions, and problems related to the Agency's financial management program and improving financial operations and systems. Develop written reports and recommendations for improvements and presents them to senior leadership.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: Experience analyzing and reconciling financial data from a variety of sources to ensure compliance with laws, regulations and accounting standards and validating the accuracy of financial reports. Examples of such experience could include: Leading teams or workgroups resolving accounting and financial operations, processes, shared services, and/or systems issues that could potentially lead to deficiencies; OR Developing and implementing automated processes to improve financial management and resolve accounting issues; OR Developing, implementing, and/or assessing compliance with Generally Accepted Accounting Practices (GAAP), financial regulations, policies, and procedural instructions; OR Independently analyzing root cause of discrepancies or anomalies, assessing impacts of financial issues, proposing corrective actions and leading change efforts that resolve financial and accounting issues; OR Serving as a subject matter and technical expert for all accounting, services, systems, auditing and financial reporting topics (with a key focus on financial events in the obligation and payment cycles). Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Basic Requirements

A. Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
