You will serve as a FINANCIAL MANAGER in the COMPTROLLER DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will serves as the Comptroller for Financial Management and Department Head for the Comptroller Department. You will integrate the budget and accounting programs and policies for the Shipyard and serves as a consultant and advisor to the other Departments. You will be responsible for maintaining financial records and administer the fiscal policies of the Shipyard and U.S. Fleet Forces Command. You will provide technical and administrative supervision over subordinates and fully supporting the Equal Employment Opportunity Program.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This is a bargaining unit position.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience analyzing accounting, budgeting, and statistical data. * Experience working with Naval Shipyard policies, programs, organizations, and technical operations. * Experience implementing and administering all financial management requirements, including comprehensive budgeting and accounting functions. * Experience utilizing shipyard and basic management systems, including the management principles of organization, planning, and control. * Experience developing various types of financial and related presentations and providing short-range and long-range progress reports to management.
