You will serve as a FINANCIAL MANAGER in the SUBMEPP (Submarine Maintenance Engineering, Planning and Procurement) ACTIVITY.

Duties

You will manage, as the senior liaison, for budget, accounting, management-financial reporting, and financial management policy and procedures within the organization. You will direct and/or perform continuing program approvals, execution review, analysis, and appraisal of the major operating and support programs within the organization. You will prepares briefs for senior managers on program execution and provides decisions and/or authoritative recommendations to correct program variances or problem areas. You will perform analysis and interpretation of the financial significance of past events and future plans and provides timely data for use in the direction, evaluation and control of operations. You will promulgate approved financial management policies with the the organization based on policy, develop and issue implementing procedures. You will ensures compliance with internal controls. You will conduct management authorizations/evaluations, prepare or reviews responses, and recommend alternatives for corrective action to issues of financial consequence raised in audit reports, budget reviews, and inspections. You will provide financial management consultation, analysis, planning and forecasting support to aid in achieving effective financial management and to aid in executive management decisions. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. You will look to improve production and quality of work. You will assign work to subordinates based on employee's capabilities, priorities, and difficulty. You will develop performance standards and evaluate employee performance. You will provide technical and administrative oversight, advice and instruction. You will interview candidates and recommend hiring, promotions, etc. You will hear and resolve employee complaints, referring serious complaints lacking resolution to higher supervision. You will identify and arrange for employee developmental and training requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing various financial responsibilities (e.g. overseeing budgets, accounting, policy implementation, program reviews and analysis) to analyze plans, provide recommendations, and ensure compliance for the overall management of financial resources for a command.
