About the Position: Performs duties as a Mail Clerk and is responsible for processing mail and establishing, maintaining, controlling and disposing of records in support of the organization's operations. Delivers mail to Directorates and picks up mail from US Postal Service (USPS). Unloads and sorts of mail, checking for accountability and proper delivery point. Uses knowledge of functions, locations, and office symbols of on-post activities in order to accurately deliver mail and distribution.

Duties

Create administrative documents relating to Official Mail management. Receive official mail from a Contract Postal Unit for delivery to an Official Mail Distribution Center. Classify official mail according to location, organizational functions and office symbols. Practice safe vehicle operation by obeying speed limits and traffic laws. Schedule preventative and general maintenance on vehicles to complete inspections.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 50lbs. in the regular performance of duties.

Specialized Experience: One year of specialized experience which includes using the knowledge of a body of basic laws and regulations and standard operating procedures to sort mail for distribution; check addresses and other data on mail for proper format and conformance with postal standards; resolve problems; maintain records; prepare reports; operate a vehicle for pickups and deliveries; perform operator maintenance on vehicles. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: ClericalTechnical CompetenceVehicle Operation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04).
