You will serve as a SUPERVISORY INTERDISCIPLINARY ENGINEER in the Naval Ordnance Safety and Security Activity (NOSSA), Ordnance Environmental and Infrastructure Directorate (N4), Facilities Planning and Certification Branch (N41) of NAVAL ORDNANCE SAFETY AND SECURITY ACT.

Duties

You will serve as the Department of Navy technical expert on all explosives safety site approval requests, and on all waiver and exemption requests. You will formulate new and/or revises current explosives safety procedures to better address constantly changing requirements in the production, storage, transportation and surveillance of explosive items. You will direct the implementation of explosives safety and related occupational safety regulations to the involved Navy community, either personally or through subordinate team members. You will review plans for new construction or modifications to existing facilities at Naval shore establishments for compliance with siting and other applicable explosives safety standards. You will coordinate and liaise with internal and external customers across a broad spectrum of government employees, military members, consultants, contractors, other government organizations, or private industry personnel. You will serve as a senior technical consultant for explosives safety personnel in the formulation and implementation of conventional explosives safety concepts, criteria, and policies ashore. You will serve and represent the Navy, on Department of Defense Explosive Safety Board (DDESB) sponsored policy Working Groups. You will Serve as the Chair and explosives safety technical expert to the Regional Explosive Safety Review Board (RESRB), including on-site visits, to anticipate problems, develop sound solutions/action plans to support the review board.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer or Architect, providing Explosives Safety Program oversight through the application of professional engineering and/or architectural expertise in areas of explosives manufacturing, installation explosives safety practices and policies, and explosives safety for Naval facilities. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
