Duties

WHAT IS THE ONLINE SERVICES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: ONLINE SERVICES The following are the duties of this position at the full working level. Uses analytical and evaluative techniques to research web traffic, customer feedback and other metrics using a tool, such as, Google Analytics to identify trends in website use. Identify ease-of-use improvements to the web content management system. Report system issues and content errors. Test website and web content management system performance as part of system upgrades. Build, edit, and publish web pages, using a Drupal-based web content management system, ensure content and design adhere to web standards such as accessibility, plain language, editorial style and other published standards and guidelines. Consult with appropriate team members to identify content display issues, and web content management system issues. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-09: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, GS-7. Specialized experience for this position includes: Experience analyzing, evaluating and making recommendations to problems affecting large websites. Experience planning and analyzing policy in the assessment and improvement of management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent. Experience with web best practices including user experience, responsive platforms and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and report problems with appropriate experts, and to follow procedures governing the planning and delivery of web products. Experience with oral and written communication to articulate findings and prepare reports. OR You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree in a related field of study at an accredited college or university. OR 2 full years of progressively higher-level graduate education leading to a degree in a related field of study. OR LL.B. or J.D., if related. SPECIALIZED EXPERIENCE: GS-11: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, GS-9. Specialized experience for this position includes: Experience analyzing, evaluating and making recommendations to problems affecting large websites. Experience planning and analyzing policy in the assessment improvement of management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent and hand coding HTML markup. Experience with web best practices including user experience, responsive platforms, cross browser platform testing and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content, articles and other online content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and resolve problems with appropriate experts, and to follow procedures governing the planning and delivery of web products and to make recommendations on critical issues affecting web production. Experience with oral and written communication to articulate findings and prepare reports. OR You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR 3 full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study. OR LL.M., if related SPECIALIZED EXPERIENCE: GS-12: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, GS-11. Specialized experience for this position includes: Experience analyzing, evaluating and making recommendations to problems affecting large websites. Experience planning and analyzing policy in the assessment and improvement of program effectiveness and management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent; and hand coding and troubleshooting HTML markup. Experience with web best practices including search engine optimization, user experience, responsive platforms, cross browser platform testing and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content, articles and other online content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and resolve problems with appropriate experts, and to follow procedures governing the planning and delivery of web products and to make recommendations on critical issues affecting web production.
