This position is assigned to the Fleet and Family Readiness; Commander, Navy Region Southeast; NAS, Corpus Christi, TX. Serving as the MWR Operations Manager of a small installation for Fleet and Family Readiness (FFR) Programs within Navy Region Southeast (CNRSE). The MWR operation is comprised of Deployed Forces, Community Recreation, Fitness, Sports, Aquatics, Golf, Food & Beverage, & Bowling. Providing a wide range of recreational and hospitality services in and around the area.
Duties
Provides technical guidance and administrative oversight over professional, technical, skilled and unskilled.
Ensures adequate staffing, effective training and appropriate supervision is maintained throughout and in compliance with established personnel administration in order to meet mission requirements.
Assigns work, defines priorities, selects and recommends applicants for hire, evaluates performance, recommends pay adjustments/awards, provides or recommends training, approves and/or disapproves leave requests, initiates corrective actions, and recommends formal corrective/disciplinary actions as warranted.
Analyzes manpower problems including making recommendations for reduction or increasing staff levels based on studies.

Assumes the duties of the manager within the department in his or her absence.
Serves as an approving official for Government Purchase Card (GPC) transactions.
Serves as Department representative for the liaisons with professional associations, private organization, command interest groups (ombudsman, advisory boards) and provides information regarding the department and expertise as appropriate.
Assists managers in the development and completion of business plans, financial reports, presentations, correspondences, grants and data calls.
Assists managers in coping with ever increasing demands for quantity, quality, and complexity of services in the face of diminishing resources.
Ensures compliance with all regulatory guidance for the use of appropriated and non-appropriated funds.
Ensures compliance with maintenance, security and safety of records, reports, files and information relating to MWR.
Ensures facilities are well-maintained and appeal to the needs of the varied clientele and that they are operated in a cost effective manner.
Provides advice and guidance to program and facility managers on interpretation and formulation of technical, functional and program activities.
Assists the MWR Director in the management, control, development, coordination and execution of assigned programs.
Serves as the principal advisor and authority on matters impacting MWR programs.
Works with managers and the MWR Director on site unique policies pertaining to operations of MWR activities.
Ensures the overall achievement of the most equitable, fair, cost efficient and effective approaches to operating the various activities and programs.
Integrates plans into non-appropriated fund annual budgets.
Plans and submits division financial (appropriated and non-appropriated funds) budgets to the MWR Director for approval and operates within those parameters, unless otherwise directed.
Responds personally to complex and delicate problems having implications on overall policies and procedures.
Formulates and monitors application of policies for administration and management of MWR facilities and services.
Documents deficiencies and operational problems and initiates corrective action and management strategies.
Reviews and analyzes programs continuously, conducts activity visits to ensure activities maintain equitable and consistently high standards of performance and customer service in the management and operation of their programs.
Aggressively works towards the achievement of meeting program standards and achieving accreditation status.
Works with the MWR Director to prepare long range plans to ensure supplies, equipment, funds and facilities are available to efficiently operate programs.
Executes studies to evaluate the adequacy of current equipment, facilities and services.
Assists in the development of standards and specifications for new or renovation type construction projects.
Ensures compliance with comprehensive fire, safety, sanitation, security, environmental and occupational health programs.
Keeps the MWR Director fully informed of overall accomplishments, deficiencies and the status of on-going programs and special projects assigned.
Prepares/reviews division correspondence for approval by the MWR Director which includes, but is not limited to, standard operating procedures, command instructions, routing of documents and responses to inquiries.
Analyzes budget execution to ensure maximum benefit is received from financial resources without sacrificing efficiency or violating established resource management system procedures.
Ensures all staff adheres to authorized methods of acquisition.
Assumes the duties of the MWR Director in his or her absence.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

- May be required to pass pre-employment examinations.
- Must provide proof of U.S. Citizenship or U.S. National.
- A valid State driver's license is required to operate motor vehicles.

- Selective Service Registration is required for males born after 12/31/1959.
- Occasional travel of less than 10% percent may be required.
- May be required to work varied work schedules to include nights, weekends and holidays.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
Extensive knowledge of MWR mission, vision, functions.
Ability to develop a thorough understanding of the MWR Director's philosophies, priorities, preferences, and objectives in order to conduct in-depth, comprehensive analysis relating to actions, projects, and programs; provide recommendations; and make decisions from an overall executive standpoint.
Knowledge of the goals, principles and techniques of recreation program delivery.
Knowledge and skill in applying analytical and evaluative methods and techniques.
Ability to plan, conduct and document a variety of comprehensive studies and reports.
Knowledge of MWR organizational structure and relationships, in order to support numerous management programs, and to integrate, fully coordinate, balance, and monitor a wide variety of complex projects, actions, and initiatives for the MWR Director.
Ability to assess, coordinate, evaluate, and integrate the work of others into products that effectively reflect the MWR Director's position on a wide variety of management and mission-related issues.
Knowledge of effective group relationships and interpersonal skills.
Ability to deal with a variety of people in structured and unstructured situations.
Ability to define, develop, discuss, and coordinate difficult problems, tactfully and with much flexibility.
Skill in written and oral communication to provide information papers, documentation of analysis, reports, and correspondence, and to participate in briefings, conferences, and operational meetings.
