The primary purpose of this position is to perform functions as cutting, moving, digging, grading, and rolling earth, sand, stone, and other materials and construct, maintain, and repair rigid and flexible pavements, roads, and runways.

Duties

Operates one or more types of heavy equipment to push, pull, pile, or load materials such as sand, gravel, earth, snow, moving and covering refuse, and clearing brush, rocks, tree stumps, and other material. Operates one or more types of gasoline or diesel-powered heavy trucks with air brakes, automatic or standard shift, heavy equipment, including snow removal equipment and vacuum type sweepers to clear streets, parking lots, ramps, sidewalks, and aprons of snow, ice, or foreign objects. Maintains, repairs, and constructs flexible roads, pavements, parking areas, sidewalks, or similar surfaces of asphalt. Maintains, repairs, and constructs rigid pavements or similar cement and concrete surfaces. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and maintains tools and equipment.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the employee to drive a CDL motor vehicle. An appropriate, valid Class B driver’s license is required for the position.
  • May be required to train and/or guide lower grade employees.
  • This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are: Heavy physical effort used by the operator.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid state driver’s license is required for the position.

Qualifications

This position is a developmental WG-8 Target WG-10 position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the WG-08. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Do The Work Of The Position Without More Than Normal Supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Operation of Motor Vehicles Work Practices (includes keeping things neat, clean, and in order) Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation) Ability to Drive Safely (Motor Vehicles)* Ability To Operate Safely (Non-Motor Vehicle) Reliability and Dependability as a Motor Vehicle Operator This is an open continuous announcement and will be used to fill vacancies as openings occur.
