The primary purpose of this position is To operate engineering and construction equipment and perform functions as cutting, moving, digging, grading, and rolling earth, sand, stone, and other materials; and construct, maintain, and repair rigid and flexible pavements, roads, and runways.
Duties
1. Operates one or more types of heavy equipment to push, pull, pile, or load materials such as sand, gravel, earth, coal, moving and covering refuse, and clearing brush, rocks, tree stumps, and other material.
2. Maintains, repairs, and constructs flexible roads, pavements, parking areas, airdromes, bike paths, or similar surfaces of asphalt.
3. Maintains, repairs, and constructs rigid pavements or similar cement and concrete surfaces.
4. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.
5. Uses and maintains tools and equipment.

- The work may require the employee to drive a motor vehicle. An appropriate, valid state drivers license is required for the position
- A Class B Commercial Drivers License (CDL) is required.
- May be required to train and or guide lower grade employees
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- The actual work performed in the position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position is designated nonexempt
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
