The Advanced Practice Nurse (APN) IV Facility Lead practices in the Specialty Service, under the direction of the Chief of Staff, in concert with the Associate Director, Patient Care Services and, as requested or assigned, through the VISN6 Chief Nursing Officer for direction of Advanced Practice Nursing. The APN Facility Lead is a licensed independent practitioner with advanced education and national certification who is a senior level leader.
Duties
The APN Facility Lead executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or disciplines and influence the organization's mission and health care. The APN Facility Lead practices to the full extent of their education, training, and certification.
Functions of Assigned Duties:
Executive leadership characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and influence organizational mission and health care.
The APN Facility Lead is responsible for leadership of service and programmatic operations, both clinical and administrative.
They function as an administrator, educator, and consultant in collaboration with all clinical services/programs at the facility and network level, interdisciplinary service leaders, and executive leadership.
Establishes and maintains effective relationships with all levels of medical center personnel and relates effectively with customers, families, and the community.
The APN Facility Lead (1) Assists Nurse Leaders, Physician supervisors, APNs, and interdisciplinary clinicians in carrying out the functions and activities expected of them,
Contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of clinical practice,
Leads and collaborates in policy making activities as related to customer service and the overall functioning of administrative and clinical programs,
Oversees processes for evaluation and privileging of Advanced Practice Nurses locally and consultatively across VISN 6
Collaborates with other health care staff to establish and maintain programs that cross services and/or disciplines that influence organizational mission and health care.

Qualifications
Advanced Practice Nurse IV:
Practices at an associate executive level, utilizing clinical, leadership and administrative skills, demonstrating continuing responsibility that influences the organizational mission, health care delivery and policy at the local and/or regional level.
Provides executive input in the strategic plan, budget, mission, operations, and policy development for local and network efforts.
Utilizes current trends and relevant theories in an analytical framework to design, implement, and measure integrated programs and activities to achieve clinical and administrative goals.
Evaluates outcomes against strategic priorities.
Demonstrates substantial and continuous responsibility for directing and managing an integrated service/program.
Serves as a consultant to medical center staff and the greater community in areas of expertise.
Demonstrates grade-appropriate, consistent critical thinking skills
Identifies outcomes that can be improved and leads the performance improvement process to enhance and/or sustain clinical and administrative outcomes.
Identifies, develops, and/or initiates programs to ensure a safe and therapeutic environment for patients and staff
Education: A post-master's certificate or master's or doctoral degree as a Nurse Practitioner. (Applicants pending the completion of educational requirements may be referred and tentatively selected but may not be hired until the education requirements are met.) Must be a graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or
The Commission on Collegiate Nursing Education (CCNE).
NOTE: Foreign Education. Graduates of foreign schools of professional nursing programs, the nurse practitioner degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent nurse practitioner masters or doctorate level degrees who possess current, full, active, and unrestricted registration and certification will meet the requirement of graduation from an approved school of professional nursing to warrant appointment.
License and Certification:
License. All APN (NPs) must possess and maintain an active, current, full, and unrestricted APN license to practice as an NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Basic Certification. All APN (NPs) must maintain full and current board certification in an area of clinical specialty from one of the following: the American Nurses Credentialing Center (ANCC), American Academy of Nurse Practitioners Certification Board (AANPCB), or other nationally recognized certifying body in the area in which the Nurse Practitioner is academically prepared.
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and an APN (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
Qualification Requirements: In addition to the Basic Requirements provided in VA Handbook 5005, Part II, Appendix G6a, paragraph 2, the following are the grade requirements
Physical Requirements: Physical activity includes sitting, standing (up to 2 hours), walking (up to 2 hours), heavy lifting (45 pounds or over), reaching above the shoulder, and repeated bending. Incumbent should be emotionally and mentally stable and capable to perform the duties of the position.
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
