The Chief Nurse (CN) for Connected Care (formerly Telehealth) provides executive leadership and assumes continuing and substantial responsibility for the coordination and evaluation of integrated Connected Care programs that cross service and/or discipline lines and influence organizational mission, vision, values, and strategic priorities.
Duties
The responsibilities of the Chief of Connected Care include, representation on Medical Center and Service Line committees and groups, which entails the involvement in the planning, evaluation, implementation of care delivery and programming and the orchestration of change and improvements related to nursing practice and patient care. This leadership position is characterized by substantial and continuous responsibility and accountability for populations, groups and programs that cross services and disciplines that influence the organizational mission, and impact health care and outcomes of care.
Responsibilities and tasks for this position include but are not limited to the following:
Provides executive oversight and strategic planning for the entire Connected Care Service comprised of both clinical and administrative lines in coordination with services through the HCS that utilize and would benefit from Connected Care services.
Supports, teaches, and holds supervisors and staff accountable for delivery of practice as described in the Plan for Provision of Nursing.
Assesses, plans, implements, and evaluates the outcomes of nursing and patient care programs.
Evaluates job descriptions and performance standards for assigned employees, revising per review schedule
Plans, organizes, directs, controls, and evaluates programs and follow-up actions, within the assigned areas, as required by internal and external review organizations.
Serves as a consultant and subject matter expert to review materials, programs, and projects produced by assigned personnel and interdisciplinary groups.
Takes appropriate disciplinary actions when employees do not adhere to safe work practices.
Demonstrates substantial and continuous responsibility for directing and managing integrated programs.
Maintains routine activities within the assigned area, prioritizes non-routine activities and response to those requiring attention,
Utilizes clinical nursing skills, trends, relevant theory, regulations, and professional standards to identify, analyze, and resolve problem areas in programs or practice that enhance quality care delivered evaluating outcomes against strategic priorities.
Directs/implements learning activities and programs through application of a collaborative team approach.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Connected Care leadership experience
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements:
In accordance with VA Handbook 5019, Part II, Paragraph 3, II-1, 1(a), A pre-placement physical examination to determine the physical, cognitive and emotional fitness of candidates for appointment in VA is required, and shall be completed prior to appointment, for all full-time individuals appointed under 38 U.S.C., Chapter 73, for Title 38
