Duties

As a Human Resources Assistant, GS-0203-07, you will serve as a final reviewer or processor of actions, which may include but are not limited to: Research and draft responses to Legislative and IG inquiries, Evaluation Reports (NCOER/OER), accessions, promotions, reductions, discharges, transfers, separations, boards, evaluations, Simultaneous Membership Program (SMP), promotion eligibility, retirement eligibility, and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Performs complete review of records and other case documentation to ensure that they are procedurally correct, complete, and documentation is sufficient for action being taken and that all levels of legal, medical, pay and administrative review have been completed. Cases have major effects on career or service as they may result in unfavorable career separation or loss of status. Ensures that regulatory requirements related to the specific action are met. Identifies gaps or inconsistencies in the record and initiates action or interviews personnel to obtain needed data. Performs personnel and administrative actions related to deployment manning documents and administrative medical processing.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at [email protected]. Military Grades - Enlisted: E3 - E6 GENERAL EXPERIENCE: Must have administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS07 Must have at least one year of specialized experiences at the GS-05 level or the equivalent which provides knowledge and/or experience in the interpretation and application of regulations, procedures or laws; experience that provided a working knowledge of administrative functions; experience performing personnel transactions; experience working independently and setting priorities with very little supervisory control.
