This position is established in VHA Workforce Management and Consulting's Human Resources Operations Office (HROO). HROO is the exclusive operational HR service provider for VHA's Central Office (VHACO). This position uniquely specializes in the Work Life Benefits Management discipline, and accordingly is located within HROO's Work Life Benefits Shared Service Unit.

Duties

This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-07. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied. Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Provides support to current staff and prospective staff responsible for starting, stopping or changing employee benefits upon request. Obtains all required insurance information to enroll employees in health benefits or life insurance. Compose routine correspondence in final form; types miscellaneous correspondence and reports. Screens questions or complaints to accurately determine the nature or scope of the problem, resolving issues that can be satisfied by an explanation of HR policies. Maintains and updates a variety of computerized databases, maintains statistical data necessary to comply with the reporting requirements of the Network/VACO, records and gathers data and prepares reports. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 40 hours per week. Tour of duty is based on organizational need. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This position may be filled virtually. However, the selectee will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA. Remote: Not authorized. This is NOT a remote position. Compressed/Flexible: This position may be authorized for a compressed/flexible work schedule. This job announcement will remain open for four (4) business days. Position Description Title/PD#: Human Resources Assistant (Employee Benefits)/PD81732-A and PD81732A Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement 09/27/2024. You may qualify based on your experience and/or education as described below: GS-05 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Human Resources Assistant, GS-05 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-04 level in Federal service to qualify at the GS-05. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience. Examples of specialized experience include: 1. Performs a variety of duties in connection with the processing of personnel actions for employees under different personnel systems. 2. Maintains electronic official personnel folders (e-OPF) and generating and maintaining records and reports. 3. Initiates all personnel action requests related to benefits, leave, and records. 4. Answers questions and/or provides completed forms concerning personnel actions and processing. 5. Responds to inquiries on procedures for Leave Programs and Benefits Programs/requests concerning timeliness, process, and documentation required. OR GS-05: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR GS-05: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess a combination of successfully completed education and experience to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level). NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade.
