This position is located in the Division of Administration, in Arlington, VA of the Federal Deposit Insurance Corporation. The incumbent of this position will support critical technology systems and solutions and automate operational activities and reports. Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement.

Duties

Provides technical support, training and end-user support to DOA staff and managers on the effective use of existing DOA applications. Monitors and recommends efficient methods to staff in the effective and efficient use of assigned automated IT solutions. Develops detailed specifications and procedures to incorporate automated systems into DOA operations. Understands existing and emerging technologies and their applicability in the software implementation environment [e.g., vendor or open source, citizen development platforms, Service Oriented Architectures (SOA). Tests, debugs, and maintains detailed instructions (programs) for computers to follow and ensure performance of their intended functions. Analyzes user requirements and translates into technical specs. Advises management concerning major aspects of system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Develops, creates and presents data-driven interpretations, models and dashboards for use by SMEs to improve business line decisions or outputs. Integrates data from various DOA systems, externally hosted cloud solutions, datasets and/or surveys to provide meaningful information and identify significant trends which require timely management review using enterprise technology platform, data ETL (extraction, transformation and load) and Business Intelligence tools. Conducts analysis of policy, organization, internal controls, productivity, cost/benefit, work methods and procedures, and information documentation. Develops or selects, integrates, and transitions software technology. Maintains an awareness of the different programming languages used based on the purpose of the program, individual focus and area supported (e.g., specialist, generalist), and the organization. Collaborates with other functional and IT units to produce needed business and IT outcomes.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.  Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the grade 12 level or above in the Federal service.  Specialized experience is experience in providing IT customer service and support; conducting maintenance, operations and user support for enterprise software applications; and development in or maintenance of Appian, Microsoft PowerPlatform, UI Path, PeopleSoft or ServiceNow.   Applicants eligible for ICTAP (Interagency Career Transition Assistance Program) must achieve a score of 80 or higher in the online assessment to be determined “well qualified” for this position.
