This position is located in the Department of Housing and Urban Development, Government National Mortgage Association Ginnie Mae.
Duties
As a Supervisory Mortgage Banking Analyst, you will:
Plan and conduct comprehensive projects, studies and analyses of Mortgage-Backed Securities, the management of the defaulted portfolios in the MBS program, and a wide range of varied user issues.
Supervise a monitoring team, which is Ginnie Mae's point of contact for a portfolio of Defaulted Issuers; and oversee technical functions of several analysts.
Provide technical support to the team members to ensure that the team's activities are in compliance with the contracts and Ginnie Mae policies and procedures; that the team applies Ginnie Mae policies consistently in dealing with defaulted Issuer portfolios; and that the team adequately identifies, mitigates, and manages the risks posed by the portfolios to Ginnie Mae.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
To be qualified for this position at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level. This experience is defined as:
-Developing and administering a program or contract that involves institutions in the mortgage-backed securities industry; AND
-Developing and implementing risk management, compliance and enforcement protocols; AND
-Working directly with mortgage servicing and sub-servicing programs (Ginnie Mae, Fannie Mae and Freddie Mac) and concepts, which may include: FHA, VA and USDA loans; AND
-Developing and executing asset disposition strategies; AND
-Supervising or leading a team managing vendors and contractors.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
