The primary purpose of this position is to serve as a service contract monitor for a variety of service contracts. Performs quality assurance evaluation functions. Develops statements of work, government estimates and market analyses for assigned service contracts. Notifies the administrative contracting officer and functional commander of unacceptable contractor performance. Serves as a property administrator for government equipment associated with service contracts.
Duties
Performs quality assurance evaluation (QAE) duties for a variety of service contracts
Develops contract documentation for solicitation of new and renewed contracts, and assists the contracting officer during the award process
As appointed by 3 CES/CC and approved by 3 CONS/CC, performs property administration (PA) duties
Advises facility managers in the application of appropriate problem solving methods and techniques pertaining to various service contracts
Establishes and maintains program, project and administrative materials/files, publications, and documentation, and ensures currency
Requirements
- This is a Drug Testing Designated position. The incumbent is subject to random testing for drug use.

- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release
- Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice
- Pre-employment physical is required for position
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes: working with the principles, concepts and methodology of applied QAE and PA functions, methods, regulations, practices, and precedents; ability to collect information through surveys, market research, interviews, and written records.
EDUCATION: Have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of QAE functions, rules, regulations, principles, methods, techniques, and practices, and the ability to understand governmental service contracts.
Knowledge of management practices in a technical environment. Ability to monitor suspense, maintain files, and prepare correspondence and reports. Ability to use word processing, database, spreadsheet, e-mail and project management software. A qualified typist is not required.
Knowledge of blueprint reading, computer-aided design (CAD), and physical plant maintenance functions.
Ability to effectively plan QAE activities and schedules, as well as knowledge of information-gathering techniques, i.e., surveillance techniques, random sampling, and market research.
Must possess QAE functional skills to include an understanding of reporting and documentation requirements. Ability to communicate effectively both orally and in writing; skill in effectively responding to and solving complaints.
Practical knowledge of property administration to ensure proper maintenance, disposal, and inventory of government owned equipment/items
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
