The primary purpose of this position is to serve as a Systems Administrator, planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
Duties
Analyzes processes and problems relative to the design of systems and develops and recommends corrective action.
Enhances automated systems to improve system response time for users.
Develops and documents systems administration standard operating procedures and provides guidance to management.
Provides technical assistance, a systems advisory service, and training.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes experience planning, and coordinating the installation, testing, operation, troubleshooting and maintenance of hardware and software systems and IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

EDUCATION:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Any combination of education and specialized experience that gives the applicant the required experience.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, methods, and practices for integrating information system components sufficient to
plan, coordinate, and administer computer systems, and optimize system performance.
2. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum
performance of the system.
3. Knowledge of performance tuning tools, database management, and project management methods sufficient to
optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems
administration functions.
4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install,
upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems,
and to ensure the availability, integrity, efficiency, and reliability of servers.
5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving
systems to solve complex problems and provide support that minimizes interruptions in service to customers.
6. Ability to communicate orally and in writing.
CONDITIONS OF EMPLOYMENT: Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as either a paramount or incidental duty requirement. Per DoD 8570.01-M, the incumbent of this position must
achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
