The primary purpose of this position is to provide expert IT support as the Information Systems Security Officer (ISSO) for security related technical analysis and development of Risk Management Framework (RMF) and Certification & Accreditation (C&A) documentation for NIPRNet, SIPRNet, and stand-alone Platform Information Technology (PIT) systems.
Duties
Plans and develops system security methods, procedures, policies and technology for securing systems, computer equipment, and functional application software systems.
Serves as the Information Systems Security Officer/systems analyst, and advisor on acquisition programs for IA, C&A, Federal Information and Security Management Act (FISMA), and other IT regulatory requirements and reporting.
Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.
Provides computer systems security expertise in defining the computer systems security requirements for both existing and new computer systems.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below, as well as the Specialized Experience listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes planning and coordinating methods, procedures and policies for securing computer systems and software. Experience in conducting in-dept system analyses of systems, and system components, to ensure IT systems and components are optimized and secured. Experience in recommending solutions to complex IT requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of computer system theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, and the ability to relate to user requirements.
2. Specific in-depth knowledge of computer system security policies, technology, threats, and issues to include knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new revised security measures and countermeasures based on the results of accreditation reviews.
3. Knowledge of operational and performance characteristics of computer systems to develop procedures/policies, practices for use.
4. Knowledge of performance characteristics of computer equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.
5. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
6. Ability to develop and conduct training on information security.
7. Skill in communicating effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
8. Ability to analyze a variety of unusual computer conditions, problems, questions or conditions associated with formulating projects or studies.
9. Ability to research patterns to develop new methods, criteria, or proposed new computer policies and procedures.
WORK ENVIRONMENT: The work is performed in a typical office setting with adequate lighting, heating and ventilation. Work
environment involves everyday risks. Special safety precautions are not required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
