This full performance level position serves as a member of the Primary Care Service Line (PCSL) located at Northern Arizona Veterans Administration Health Care System (NAVAHCS), Prescott, AZ. The Program Specialist plans, develops, implements, monitors and evaluates the Advanced Clinic Access program for the Primary Care Service Line.

Duties

The position provides leadership support, guidance, implementation, reporting in the deployment, training, and troubleshooting of Primary Care specific tools, processes and software systems used to standardize how resources in Primary Care are used for both clinical and administrative staff throughout the hospital service area which includes Employee Occupational Health, Compensation & Pension, Telehealth, 18 Patient Aligned Care Teams (PACT), 5 Community Based Outpatient Clinics (CBOC) and 6 Rural Clinics. Major duties and responsibilities include: Program Implementation The incumbent is directly responsible for planning, developing, implementing, monitoring and evaluating Advanced Clinic Access principles for the Primary Care Service Line in NAVAHCS where its use is required per VHA Directives. Provides expert advisory services to management, technical, and supervisory personnel at NAVAHCS PCSL on complex issues. The incumbent is responsible for directing, implementing, coordinating, and overseeing major service-wide mission or administrative programs, many of which have a hospital wide impact. Provides technical assistance and direct support to management staff in all matters relating to the application of planning system and management programs to meet mission requirements. Plans, organizes and directs team study or work, and persuades or negotiates effectively with management to accept and implement recommendations where the proposals involve substantial department resources, require extensive changes in established procedures, or may be in conflict with desires of the activities under study. Resource person in planning, reviewing or revising policies and procedures that impact advanced access and works collaboratively with service line and department managers to creatively solve problems encountered in the process. Analytical Support Responsible for the identification of information needed to manage critical aspects of Primary Care clinical operations and design/develop information, analytical studies, data templates and data driven taskers. Responsible for assisting with data reporting and database applications development as required. Assists in designing and developing tools and knowledge products, including survey, databases, reports, database applications, etc. Produces analytical reports that are made available to a wide variety of constituents, including oversight bodies and external stakeholders. Helps develop training material or other tools to assist managers/supervisors in utilizing data and reports that are produced. Serves as content resource in VA data systems and management information, as well as the tools and technology for delivery of this information. Administrative Duties Plans and/or accomplishes special projects. Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues. Independently conducts extensive research and compiles data from diverse sources. Extracts and assembles information, conducts analysis and develops reports or presentations. Monitors performance improvement program elements and provides information and guidance to Primary Care staff, as appropriate, to keep them informed of changes pertaining to the performance improvement program in position's area of expertise. Incumbent participates in VISN workgroups, teleconferences and or meetings regarding Clinic Access. Provide routine briefings to various interest groups. Establishes and maintains good relations with other VA Health Care Systems. Completes all assigned taskings in a timely manner. Helps to back-up other Primary Care administrative programs, as needed. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of clinical database elements, healthcare systems management, planning and operations; Knowledge and skill in program design, research techniques, benchmarking, statistical analysis an adapting analytical techniques and evaluation of criteria to determine program effectiveness; Competency in methods of problem definition and analysis and interactive databases manipulation; Ability to plan, set priorities, coordinate activities and deal effectively with people at all levels of the organization; Knowledge of planning, designing, and implementation of projects/programs/taskings and for collaborating with experts both within or without the organization; Analyzes and evaluates the adequacy of automated systems to identify needs for system improvements and the input, flow, output and uses of data used in various programs and centralized records and information support activities; Ability to communicate with customers in a courteous, pleasant and tactful manner; Ability to provide customers with consistent information according to established policies and procedures; Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR a LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education (in excess of the first year or 18 semester hours) to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcripts must be submitted with your application. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
