The incumbent will serve as the Employee Experience Officer and report directly to the Chief, Organizational Excellence, performing a variety of management support functions and serving as coordinator for Employee Experience related activities. This position will be responsible for developing, implementing, coordinating, and evaluating a comprehensive Employee Experience Program for over 1,200 employees throughout the NAVAHCS to include its five Community Based Outreach Clinics.
Duties
The primary purpose of the Specialist is to serve as an Employee Experience Officer, to promote an organization-wide approach to employee engagement. This position provides oversight and is responsible for all functions related to supporting organizational needs geared toward improving employee experiences and engagement. The incumbent is responsible for the enhancement, analysis and improvement of operational procedures and policy decisions related to EE, to include standardization, implementation, and sustainment of key operational/business processes.
Major duties may include:
Work with program coordinators, supervisors, service chiefs and others to plan programs and tools as well as the implementation and evaluation of those efforts for reactive and proactive service recovery needs and to support a general culture of employee-centeredness.
Responsible for developing strategic plans related to employee experience and ensuring directives are met.
Effectively manages the facility's Employee Engagement program which may encompass other services and committees.
Has a key role in supporting VHA's High Reliability Journey working closely with the facility's HRO Lead and Champion.
Develop and manage programs based on data and analysis collected and representative of the voice of the employee. Data sources for employee engagement initiatives include but is not limited to the annual All Employee Survey (AES).
Interprets the healthcare system's mission and policies and applies or relates them to Employee Engagement practices/programs and helps correlate and communicate such to all employees.
Formulates new and revises existing healthcare system policies and procedures related to employee engagement as necessary to support program implementation.
Investigates and analyzes adverse quality trends or conditions and initiates corrective action to consider for existing efforts and new efforts to support the implementation of the Employee Engagement Program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the Gs-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: include applying qualitative and quantitative assessment tools using advanced analytical and statistical methods and techniques, planning, budgeting, managing staff, and evaluating outcomes. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: A Ph. D equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). Note: If you select this option, a copy of your transcripts is required. Education cannot be credited without documentation. (TRANSCRIPT REQUIRED - must have conferred date of degree for full credit.) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond: Successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
