The primary purpose of this position is: To serve as the Deputy Program Manager of the 23d WG Advanced Programs Office under the 23d WG Advanced Programs Office Program Manager

Duties

Serves as F-35 Lightening II Integration and Advanced Programs Office Deputy Program Manager. Develops, coordinates, and implements policies on the near-term operational and emerging classified capabilities for the 23d Wing. Manages and directs all activities of the Wing Advanced Program Office, ensuring adequate oversight for information, personnel, physical and automated information systems, and functional work areas, ensuring compliance with legal and regulatory guidance while meeting supported unit requirements. Exercises technical supervisory and personnel management responsibilities over civilian and military employees.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
  • May be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc.
  • Shift work and emergency overtime may be required, the employee will be required to carry a phone.

  • This position will require the employee to drive a motor vehicle. A valid driver’s license is required for the position.
  • This position is Emergency essential.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • The employee may be required to frequently travel away from the normal duty station on military or commercial aircraft to perform temporary duty assignments in austere or dangerous environments.
  • All work for this position is conducted in a SAP facility involving SAP information. At the time of hiring, the incumbent must hold at least a Secret security clearance to be considered eligible for access to SAPs
  • This position requires the ability to perform physically arduous work such as possibly climbing onto false ceilings and crawling under false floors during the physical examination of secure facilities.
  • Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or..

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and experience of Special Access Program (SAP) management concepts, procedures, and practices to manage the establishment and operation of Fighter Enhancement programs. Knowledge and experience of safety and SAP regulations JAFAN 6/0, 6/3, 6/4, 6/9 series practices and procedures. Knowledge and experience of implementing SAP regulations for the purpose of effective mission employment. Skill, knowledge and experience with advanced programs, operational security, Intrusion Detection Systems (IDS), Sensitive Compartmentalized Information (SCI), communication, industrial, information, physical, and personnel security concepts for the purpose of policy development and implementation. Ability to communicate effectively, both orally and in writing. Knowledge and experience in F-35, FEP and operational concepts, program procedures, interpretation of security classification guides, and practices to assist wing leadership in mission execution. Knowledge and ability to manage advanced program computer systems to include secure computing systems, local area networks, and cryptographic devices. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
