Serves as Supervisor of Biotechnology Regulatory Services (BRS) Resource Management Services (RMS) with responsibility for leading, managing, and evaluating the planning, coordination, and implementation of program-wide administrative management systems and data management activities. BRS is responsible for matters and functions pertaining to the United States Department of Agriculture's (USDA) regulation of plants and plant pests that are the products of biotechnology.
Duties
The duties may include, but are not limited to:
Performs and provides leadership on human capital management activities including strategic planning, succession planning, and new initiatives.
Wide range of administrative analyses of systems, issues and concerns regarding travel rules, personnel administration, property management, acquisition procedures, agreements, etc.
Supervises activities necessary to prepare operating budgets, manage financial systems, coordinate budget justifications, monitor expenditures of appropriated funds, analysis and reports.
Supervises work associated with administrative management of BRS’ fleet of vehicles and other property.
Supervises the planning, technical skill application, and coordination of data management functions.
Conducting benchmarking, data consolidation and analysis, policy writing, preparing presentations, and other relevant activities of a complex administrative program.
Conduct audits, reviews, research, and other such studies that assist managerial decision-making and problem solving.
Supervises a staff that includes financial, HR, data, program analyst, and administrative support specialists.
Requirements
- You must be a US Citizen or US National.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Lead or manage a staff responsible for service delivery associated with multiple areas (e.g., human resources, procurement, property management, budget, and data management).
Manage project scopes, assignments, and schedules for multiple projects, facilitating cooperation among team members to accomplish program goals; and performs and manages work in a professional setting.
Provide advice and guidance to supervisors and managers on human resources management and staffing principles, techniques, and acceptable practices.
Develop and implement administrative management and services policies and procedures for process improvement.
Develop and maintain working relationships with internal program customers and colleagues, agency contacts, and external stakeholders, including federal, state, industry, and other public and private organizations.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
