The Director of Resource Management Services (RMS) works in consultation and collaboration with the Office of the Deputy Administrator, to plan and direct the broad program and administrative activities of a large cadre of employees in varied disciplines and specialties.
**This is a remote position with geographic restrictions to the Riverdale commuting area.The selectee will need to attend onsite meetings at the Riverdale complex on a recurring basis.
Duties
The duties may include, but are not limited to:
Responsible for leading, managing, and evaluating the planning, coordination, implementation, and evaluation of program-wide human, fiscal, data, and administrative management systems
Develops strategic approaches and provides technical direction in the formulation of policies, plans, and procedures designed to meet both the current and long-range goals of the program and agency
Conducts regular and recurring studies and reviews to evaluate the effectiveness of overall operations from the standpoint of resource management
Directs budget and financial management activities at the national level by developing and maintaining a multi-year planning and budgeting framework
Directs and integrates budget and fiscal activities, including the development of systems necessary for preparing and managing operating budgets
Provides overall direction and coordination of personnel management activities for the PPQ Program
Formulates and implements personnel policies, practices, and procedures ensuring efficiencies throughout the recruitment and hiring process
Provides senior level expertise, advice, and guidance to executives, senior managers, and program managers on a variety of highly complex, sensitive operational and/or management issues
Develops internal operating procedures and identifies ways to improve the productivity and quality of the work and ensure facility needs are addressed
Requirements
- You must be a US Citizen or US National.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Effectively and efficiently allocate management resources
Directing budget and fiscal activities and provides guidance regarding spending projections in relation to available funds and program requirements
Conducting trend analysis on historic spending patterns to anticipate future budget opportunities and challenges, and recommends appropriate adjustments to meet changing needs
Coordinating position management, recruitment, hiring, and employee retention activities
Providing leadership and oversight relative to property and facility management
Developing procedures and provides guidance regarding grants, Cooperative Agreements and Memorandum of Understanding, and assures funding obligations are made by established due dates
leading and overseeing efforts on policy formulation and interpretation, strategic approaches, and process implementation designed to meet program and agency current and long-range goals
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
