About the Position: Serves as a Department of the Army Security Guard (DASG) at one of the Army Military Ocean Terminals (MOT) special installations in the Continental United States. The Military Ocean Terminal is a highly restricted Army Installation responsible for managing assets of National Security.

Duties

Closely observe a vast perimeter to include restricted waterways, rail entrances, access control points, entry control points and special security areas to prevent possible attempts at espionage, sabotage or unlawful intrusion. Receive and apply instructions and training in the application of federal regulations, state regulations, DoD and Army regulations, security procedures, laws, guard orders, vehicle operations, boat operations, basic first aid. Perform security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, pilferage, accident, trespass, sabotage and espionage and to enforce the security and safety regulations of the terminal. Control access of vehicles, pedestrians, boats, railcars and aircraft/drone access to the terminal. Verify identification through use of identification cards, badges, biometrics, automated records, vehicle decals and placards, verbal questioning and other means to ascertain access requirements. Guard and protect Federally owned property, buildings and equipment against trespass, theft, fire, and accidental or willful damage or destruction. Monitor access to premises by verifying authorization using locally established badging systems that act as checks and balances on one another to eliminate a breach opportunity. Perform vehicular patrol in restricted and administrative areas of the installation and on harbor patrol watercraft providing security measures for personnel, ships/boats and trains entering the terminal.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET level security clearance.
  • Must meet the requirement of Individual Reliability Program and will be assessed for social adjustment, emotional stability, the ability to work effectively under pressure/emergency situations and a positive attitude toward duties of the position.
  • Required to undergo and pass a complete medical physical, at a government facility at government expense and must undergo this requirement annually.
  • This is a drug testing designated position. Must sign the DA Form 5019 Condition of Employment and must agree to submit to a urinalysis on a recurring basis.
  • Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays.
  • Overtime may be required as directed and is subject to recall for periods of emergency overtime.
  • Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Subject to possible civil actions due to improper exercises of authority or injudicious use of force in the detention of individuals.
  • Must complete all required State-provided National Crime Information Center (NCIC) and National Law Enforcement Telecommunications System (NLETS) trainings.
  • Must successfully complete cardiopulmonary resuscitation (CPR) certification, Automated External Defibrillator (AED), and First Aid training.
  • May be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Must pass entry level and annual re-certification of the Physical Agility Test (PAT).
  • Must possess or be able to obtain and maintain a valid state driver’s license.
  • Must wear prescribed uniform.
  • Works both inside and outside with possible exposure to inclement weather.
  • This is as a mission essential position with varying hours and work schedules-you will be expected to report to or remain at your worksite during dismissal or closure situations.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for this position.

Such experience must have provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
