You will serve as a Chief, Acquisition Advisory Branch in the Acquisition Advisory (J861), Contract and Acquisition Division (J86), Requirements and Resources Directorate (J8) of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will be responsible for establishing policies, procedures, and objectives for the management and control of command business processes and practices. You will oversee contracting procedures, financial management, procurement support, material dispositions, and property records. You will provide technical guidance on resource and contracting requirements, including innovative methods to achieve department success. You will establish internal management control measures to minimize operational vulnerabilities affecting volatile programs and critical areas of operation. You will track contract funding execution to facilitate unused funds from one contract vehicle to another in order to meet mission demands. You will serve as a direct supervisor and provide a range of supervisory duties.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a knowledge and skill in applying contracting and program management laws, principles and regulations. I also have experience applying a wide range of qualitative and quantitative assessment techniques to evaluate effectiveness, efficiency and productivity of business programs and systems. Specialized experience must demonstrate the following: 1) Applying knowledge of federal contracting process to ensure policies and procedures are in compliance with regulation; 2) Providing expert guidance and assistance regarding acquisition life cycle process, governing contracting regulations, fiscal laws, and other applicable policies; 3) Managing financial resources to ensure compliance with execution and expense of public funds; and 4) Serving a supervisor to provide performance ratings, evaluation standards, awards, written and verbal counseling, and enforce EEO policies.
