Directing, planning, managing, analyzing and executing environmental programs for Army Reserve facilities and land. Analyzes and prepares a variety of moderately difficult to complex Environmental Impact Statements, Environmental Assessments and/or various environmental reports which address environmental factors such as air/water/soil quality, noise level, waste treatment, land use, archeological/historical resources, socioeconomics, and physical and biological environmental elements.
Duties
Independently determines approach and method to be used to administer program areas of responsibility and carry assignments through to completion.
Completes day-to-day functions of program areas on own initiative.
Work is reviewed upon completion for adherence to objectives and goals.
Expected to develop solutions to all but the most unusual problems encountered in assigned program areas.
Independently plans and carries out environmental protection programs or projects.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- This position is covered by the 1996 Lautenberg amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes Applying concepts, principles and methods to administer environmental protection programs AND enforcing the laws and regulations related to environmental protection activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
