This position is for the Medical Supply Distribution (MSD) areas of the Logistics service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. The primary purpose of the position is to ensure that supplies and material are distributed to all areas serviced by Logistics. The incumbent is responsible for directing, supervising and managing the primary inventory point that receives stores and issues supplies and material.

Duties

Supervises a team of GS-2005 employees in the distribution area of Logistics. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops and executes staff training. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Directs and oversees management and distribution of all supplies and material in the VA Health Care System and supported catchment area. Maintaining stock at primary and secondary inventory locations for all clinical and administrative services. This involves pulling stock inventory and material from main inventory for delivery; replenishing stock inventory; interacting with clinical and administrative customers to ensure that issues and needs are identified and resolved or escalated to Inventory Management Specialists as needed. Monitoring expiration dates, rotating stock to limit outdates and removing items from use as required by outdates. Checking inventory for stock identified for recalled items and hazard alerts; assisting customers complete work orders for needed equipment. Ensuring critical supplies are appropriately monitored and controlled. Performing daily inventory of primary and secondary inventory points using bar coding equipment on a predetermined schedule that will allow for timely replenishment orders. Resolving differences between records and physical count of stock. Unpacking/uncrating supplies from shipping cartons; properly storing supplies and material in main/primary inventory areas. Stores items in accordance with established guidelines, utilizing computerized inventory system, to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system. Through periodic inventory and discussion with ward and clinical personnel, maintains stock levels, returns reusable supplies to the distribution area, and informs clinic and ward personnel on new or changed items and supplies, current medical supply resources, and shelf life. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Specialized experience includes: planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of wok production and quality of work. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds}. With proper assistance, moves heavier items' weighing over 40 pounds.
