PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT COLA: 2.63% Duty Location: Garison Command, Camp Santiago Joint Training Center (CSJTC), Salinas, PR

Duties

This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Officers members employee's (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Technician Officers members employee's (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Officers currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a RANGE OPERATIONS MANAGER (D1130000), GS-0301-11, you will serve as a Range Operations Manager with responsibility for live fire training facilities and impact areas; serving as an advisor on all matters pertaining to the use of training center range facilities; and maintaining responsibility for the conduct and safe firing of live ordnance. Manages technicians, AGR personnel, state, contract, and M-Day soldiers. Develops state and Federal financial budgets to include the Range and Training Land Program, Integrated Training Area Management program, and state budgets. Plans and coordinates specialized training events involving Active and Reserve Component Special Operations Forces of a classified nature. May support JCS level exercises for Commanders in Chief of Combatant Commands such as U. S. Central Command. GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) yearof specialized experience at the next lower-level GS-09 or the equivalent THIRTY-SIX (36) monthsof specialized experience performing or supervising duties such as timing, coordination, and safety of combined arms firing exercises; supporting all active and reserve military units (and nonmilitary organizations) in tactical training requirements within the training center; managing an extensive maneuver complex and multiple live-fire ranges at a Maneuver Training Center-Heavy/Power Support Platforms (MTC-H/PSP) or Maneuver Training Centers-Heavy (MTC-H); developing and enforcing the installation range safety program; directing preparation and staffing of all installation range safety publications; determining and enforcing safety parameters for all non-standard firing ranges; developing, updating, and coordinating the training center Five-Year Range Development Plan; coordinating matters pertaining to the capabilities and limitations of the training center range complex and maneuver safety program; ensuring a safe hunting/fishing program; planning, directing, and managing range activities; reading and interpreting regulations and directives pertaining to range operations and activities; developing, preparing, and revising training center range regulations; reviewing correspondence pertaining to the operation and allocation of available range assets; ensuring timely and adequate maintenance of range facilities; monitoring the allocation of range areas; assisting units in solving problems that arise during training; making recommendations to the training center commander.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of ONE (1) month of education for TWO (2) months of specialized experience.

Copy of official/student transcripts or military or civilian training showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
