Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.

Area 3 = Officers, Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
Area 4 = Officers, Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Officers, Warrant Officers and Enlisted member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

DUTIES:
As a RANGE OPERATIONS SPECIALIST (D2798000),GS-0301-9, you will serve as a Range Operations Specialist and is responsible for ensuring safe and overall compliance with appropriate regulations and safety requirements. The incumbent plans, coordinates, and assists the Range Operations Officer in directing operations for the Range and Training Area (RTA).
PHYSICAL DEMANDS:
The work frequently involves conducting inspections and surveys the of Range and Training Areas (RTA) complex which consist of walking, standing, bending, crouching, stretching, or similar movements. The incumbent may be also required to lift heavy items and equipment which may require some degree of agility or dexterity.
WORKING ENVORONMENT:
The work requires the incumbent to perform duties on a regular basis outdoors in the firing range areas where a high degree of safety awareness and following safety procedures is essential. The incumbent is frequently exposed to potential hazards from noise, fumes, and dust from training operations activities, unexploded ordinance in range areas, and extreme temperature conditions while inspecting activities. It may be necessary at time for the incumbent to wear safety gear.
QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE:
Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as implementing range operations functions directly related to the safe and efficient utilization of the Range and Training Area (RTA); performing range safety functions; providing technical guidance and advice to supervisors, range safety officers, and unit personnel; monitoring and inspecting the range and training area complex for training and recreational activities; inspecting and enforcing safe weapons firing and handling, ammunition handling and accountability, safe troop movement, tactical training safety, target emplacement, environmental compliance, and installation and maintenance of warning signs/roadblocks and barriers preventing access; coordinating training support materials for training units; inspecting and clearing units from range and training areas; ensuring strict compliance with environmental regulations; ensuring that weather information is disseminated to all units who are utilizing ranges; providing continual monitoring of all live training activities on the installation Range and Training Area (RTA) ; performing maintenance of ranges and training areas; coordinating requests for air and ground medical evacuation for injured personnel in the Range and Training Area (RTA); investigating incidents that occur in the RTA ; recommending measures to correct deficiencies or eliminating hazards when detected on ranges or live training facilities.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position.
Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.
