This Project Manager position is located within the Facilities Management at the William S. Middleton Memorial Veterans Hospital in Madison, WI. Duties

Project Management and Administration (50%): Oversees and coordinates project management activity related to planning and monitoring construction design from conception stage to final drawing completion. This includes reviewing construction plans and specifications on both small and large-scale projects with architectural and engineering firms. Provides administrative direction and oversight over construction control activities and project milestones. Monitors budget from planning through construction phases and makes frequent inspections of worksites to ensure compliance with contract requirements. Conducts and participates in partial and final inspections of completed work. This includes reviews on project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Since many construction projects are for repair and alteration type work, unique design capabilities and innovative techniques are required to work within the confines imposed by the existing facilities which are composed of masonry, structural steel, reinforced concrete and other materials, and involve coordinating aspects of mechanical, electrical, structural, architectural, sanitary, civil, and environmental work and completing administrative assessment reports. Project Planning (25%): Participates in the preparation of feasibility studies, cost estimates, and monitors progress of drawings for work to be performed by contractors. Provides solutions to administrative problems that may arise in the daily accomplishment of projects. Complex situations may require adaptation or modification of conventional methods, precedents, and standards. Conducts investigations to develop improved design of materials and methods. Explores background information and facilitates the consultation of others in evaluating information and selecting approaches to study the issue. Prepares project outlines that include original designs and preliminary and final layouts. Difficult designs are translated into working drawings suitable for use by contractors or may be interpreted by sketches to be given to others for final preparation. Prepares construction cost estimates and engineering feasibility studies. This includes performing market research to procure products and services to meet project needs. Performs constructability reviews of bid documents prepared by Architects, Engineers and/or Construction and Environmental Contracting Representative (25%): Coordinates and ensures that contractor operations are scheduled with surrounding Hospital activities to ensure that essential services are maintained. Conducts inspections of work to ensure compliance with contract documents. Prepares and processes documents related to construction contracts, including progress reports, progress payment requests, payrolls, submittals, inspection reports, change order requests, time extension requests, etc. Reviews plans and work progress with contractor and subcontractors. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience for this position: Comprehensive knowledge of the full range of principles, concepts, and methodology associated with project management of engineering projects to plan and complete assigned workload applicable to the full range of duties concerned with the design, layout, and construction of facilities structures such as multi-story office buildings and steam plants. This includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to project management and engineering fields; knowledge of Codes, NFPA Guidelines (101 Life Safety Code, 99 Health Care Facilities), The Joint Commission (TJC) Standards, OSHA/EPA regulations, policies and precedents which affect facility operations and construction. Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers. Maintenance of confidentiality of patient/Incumbent information, electronic and print. The Hospital performance improvement program. How to work and function in the Hospital in a safe manner, including infection control and the correct operation of equipment. Comprehensive knowledge of civil, electrical, and mechanical engineering concepts, principals, and methods applicable to varied and complex facilities engineering assignments sufficient to aid in effective project management techniques and processes related to complex projects. Problems encountered demand skill sufficient to modify standard practices and adapt equipment or techniques to perform the work. Comprehensive knowledge of construction methods, procedures and materials including procedures and standards of Hospital construction. In addition to standard knowledge of management concepts, principles, methods, practices, and processes of engineering and science discipline sufficient to adapt standard practices and designs to local trade practices and materials. Comprehensive knowledge of government contracting procedures, regulations, and guidelines. Broad understanding of state and local jurisdiction over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services. Utility systems include power distribution, electronic, plumbing, steam, vacuum, medical gas, fire alarm, fire sprinklers, pneumatic tube systems and other electrical and mechanical systems. Knowledge of Architectural Engineering (A/E) contract procedures and complex construction project management work typically acquired thru educational training and certifications, and work experiences. Ability to deal with several complex problems simultaneously and must be capable of assembling data pertaining to Station Level, Nonrecurring, and Major/Minor Projects, sufficient to locate and use technical information from text books, handbooks, manufacturers' catalogs, literature and the internet in order to solve these problems. Ability to communicate in project management terminology necessary for all projects - both verbally and in writing in clear language that is easily understood by the recipient sufficient to express ideas in both technical and layman terms. Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty and close quarters, and lifting of light to moderate heavy items weighing less than 50 pounds.
