The Southern Arizona VA Health Care System is currently recruiting for one (1) Program Specialist to be assigned to the Nursing Operations Service Line. The incumbent is responsible for the administrative support of the facility's Nurse Professional Standards Board (NPSB), as directed by VA Handbook 5005, and the service line's logistics procurement and equipment management.
Duties
The incumbent conducts detailed, technical reviews of official Registered Nurse (RN) and Licensed Practical Nurse (LPN) documents to ensure that all of SAVAHCS' nurses are compliant with the Joint Commission (JC), Inspector General (JG), Nurse Professional Standards Board (NPSB), and Licensed Practical Nurses Standards Board (LPNSB) guidelines and regulations. The incumbent also serves as the service line's logistics manager. The logistics manager conducts Contracting Officer Representative (COR) managing tasks associated with the planning, implementation, and oversight of services performed by a contractor. The incumbent shall be responsible for the equipment inventory list (EIL), requests to Logistics, development, submission, and oversight of procurement packages and contracts, consignment while maintaining quality controls. This position reports to the Chief, NOPP and works closely with the Operations Manager, NOPP and the chair of the NPSB. The incumbent may serve as a back up to service line timekeepers, PIV managers/sponsors, and Program Application Specialists, and committee minutes recorder. Duties include but are not limited to the following:
Manage the activities of the NPSB and LPNSB board reviews and RN/LPN initial appointments.
Assists with timekeeping entry and associated filing
Sponsor employees in the issuance or renewal of PIV cards
Provide ADPAC support with troubleshoot, submitting work orders, and move/transfer requests.
Provides statistical analysis, maintain s database information, offers procedural analysis of nursing programs effectiveness, conducts technical review of Official Personnel Files (OPFs), VetPro, and continuously monitors the process and recommends improvements that will enhance timeliness and the quality of board outcomes.
Responsible for acquisition planning, coordination, oversight, and quality assurance functions relating to all contracts and procurements for the service line.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing professional standard boards, database management, acquisition planning, coordination, oversight, and quality assurance functions relating to all contracts and procurements. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree; OR possess 2 full years of progressively higher level graduate education leading to such a degree. OR possess a LL.M., if related.

Physical Requirements: The work is sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some standing, stooping, reaching, bending, lifting, and pushing a cart up to 40 pounds between office spaces. Walking may occur during the workday relating to attendance at meetings and conferences, or while researching files. No special physical effort is required to perform the work. The volume and pace of the work, interruptions and emergency nature of some requests may cause high stress levels for the incumbent.
