The Health Eligibility Center was initially established to implement Public Law 101-508, The Omnibus Budget Reconciliation Act of 1990, which authorized the Department of Veteran Affairs to verify income data with the Internal Revenue Service and Social Security Administration for veterans whose eligibility for medical care is based on their income. The scope of the HEC expanded to include support of veterans, healthcare enrollment system and National validation of Social Security Numbers.
Duties
Supervise a team of staff.
Monitor, observe, and evaluate work performance of a team.
Provide individual and team feedback to subordinates.
Determine educational and training needs of staff.
Ensure proper resources and training are provided to staff to achieve goals and objectives.
Recommend personnel actions such as promotions, awards, and disciplinary actions.
Utilize quantitative and qualitative analytical techniques for work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios (e.g., span of control); organization design; space planning; flow charting of work processes; graphing; and, calculation of means, modes, standard deviations, or similar statistical measures.
Conduct employee utilization reviews in the context of knowledge, skills, abilities, speed, volume, and quality requirements of work processes.
Assess work measurement methods and quality standards to use in the unit.
Process benefit enrollment applications.
Verify Veteran income.
Verify Veteran Social Security Number.
Work Schedule: 7:00AM- 3:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Plan, schedule, and assign work of subordinates.
Evaluate staffing and equipment requirements.
Present recommendations and findings to management.
Regularly attend meetings and briefings.
