The position is in the Office of Construction & Facilities Management (CFM) and Department of Veterans Affairs (VA). Serves as a General Engineer or Architect- Project Control Specialist, with expertise on Critical Path Method (CPM) Schedule, Cost control, Claims and Risk Management areas for major design/construction projects, within the CFM, within the Department of Veterans Affairs (VA).
Duties
The General Engineer or Architect: Project Control Specialist, is responsible for problem identification and assessment, investigation, analysis and presentation of findings on CPM schedules, cost assessment and claims on multiple complex major projects at various stages of design and construction submitted by private contractors. In addition, the incumbent works with the Project Managers, Resident Engineers (RES) and VA Administrations in reviewing A/E designs and establishing construction phasing plans and schedules that predicts when work would occur so that VA can plan and coordinate activities to minimize the disruption to VA operations that could be caused by major construction.
The major duties and responsibilities include, but are not limited to:
Project Controls / CPM / Time & Cost management.
Assists as a subject matter expert (SME) for scheduling during the design development.
Serves as a consultant to the Project Managers for numerous projects in design schedule development and management based on "Earned Value" concept, and Integrated Master Schedule (IMS).
Reviews the contractor's initial and updated CPM diagrams for conformance to the specification, logic, cost and manpower loading & constructability.
Performs Quality Assurance (QA) functions of the on-site CPM consultants' work to ensure timely project control actions in the field.
Reviews quality and relevance of CPM Schedule updates during construction.
Reviews Schedule revisions and recovery plans to determine if the revised schedule reflects realistic sequence, remedies contractor problems, and considers any outside impacts.
Makes recommendations to the Senior Resident Engineer and Project Manager as to logic revisions and ways to improve or avoid project slippages.
Identifies issues that include, but are not limited to, a complete analysis of the contract change orders, contractor problems, extra work items.
Reviews Change Order 'Fragments' (fragments of network) with the Resident Engineers, submitted by the contractor.
Develops management reports and facilitates monthly Project Review Board (PRB) metrics, using the CPM schedules & costs; and conducts special studies and presents it to senior management.
Reviews and approves Risk Analysis plan to manage and mitigate major project risk areas.
Reviews overall merit of claims pertaining to time delays and technical issues using the industry-standard Time Impact Analysis methodology.
Develops data collection tools, analyzes the data collected and assimilates information of the project.
Examines total performance time compared to original and extended contract.
Determines compensable damages and other contract adjustments which may be appropriate.
Coordinates findings with the concerned Contracting Officer and General Counsel.
Prepares analysis of contractor's claim or Request for Equitable Adjustment (REA) at the request of the Office of General Counsel.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position, you must have served 52 weeks at the GS13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

To qualify, you must meet both the Basic Education Requirement and the Specialized Experience, as listed below:
Basic Education Requirement:
Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience. College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, Written Test, Specified academic courses or Related curriculum.
OR
Degree: Architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Combination of education and experience. College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by a related curriculum or experience that demonstrates the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Specialized Experience:
Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience as a senior resident engineer or architect over a major renovation, modernization or new construction project involving two or more types of medical facilities; experience as a supervisor for a matrixed team of engineering specialties; experience in contract administration for Federal major construction projects; experience with primary responsibilities to explain, plan, coordinate, defend, justify, negotiate, interpret of construction contract or associated documents; experience in developing written responses to inquiries or requests for information on technical and administrative subjects and communicating job progress through verbal and written means.
Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Physical Requirements: The work is primarily sedentary with occasional travel to designer firms, VA offices, or proposed and ongoing construction sites which may entail extensive walking, climbing, and crawling at times to review or inspect site locations and/or completed work. The inspection work may also require the physical ability to climb ladders and crawl through tight spaces to inspect completed work. Exposure to outside weather conditions, dust, and high noise levels is typical during site visits during the construction period. Site visits include construction areas requiring observance of appropriate safety precautions while wearing appropriate PPE.

There is no educational substitution at this grade level. However, there is a Basic Education Requirement.
