You will serve as a Supervisory General Engineer in the Facilities Engineering Division of the Fuel Department of NAVSUP FLC NORVA GF.

Duties

You will plan and conduct engineering studies, surveys and inspections relating to fuel storage and fuel handling operations, systems and facilities. You will manage and direct the Fleet Logistics Center Norfolk Fuel Department Engineering Division, encompassing a program for improvement, repair and maintenance of fuel facilities. You will administer assigned sub-programs for fuel handling, storage and distribution systems equipment. You will review plans for construction of petroleum, oil and lubricants (POL) facilities and recommend improvement for more efficient fuel movement. You will be responsible for supporting requirements for maintenance of all fuel equipment and systems, utility systems, roads, buildings and grounds of the Fuel Department's base of operations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector utilizing an expert knowledge of professional engineering and scientific concepts, principles, and practices needed to develop, manage and correct petroleum-facility improvement projects that involve water and wastewater, air, petroleum storage tanks, hazardous waste, solid waste or installation restoration programs. Specialized experience includes the following: 1) Professional knowledge of physical science fields such as geology, chemistry, ecology, and environmental science in order to plan and conduct engineering studies, surveys and inspections relating to fuel storage and fuel handling operations, systems, and facilities; 2) Skill in applying mechanical, fuels, civil, environmental and structural advanced engineering theories, concepts, principles, standards, and methods sufficient to execute fuel facilities management projects; 3) Represent an operating fuel engineering program and provide expert advice to senior leadership responsible for broad operation programs; 4) Knowledge of federal, state, and local environmental laws and regulations to provide oversight for Environmental Impact Assessments and discuss the environmental advantages and disadvantages of numerous actions. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
