Duties

You will serve as a Supervisory General Engineer performing the full range of supervisory duties over assigned personnel. You will be responsible for managing and directing the FLC Norfolk Fuel Department Engineering division, encompassing a comprehensive program for the improvement, repair, and maintenance of fuel facilities. You will provide technical direction and oversight to employees directly, while interacting with various government agencies. You will serve as a technical representative on a variety of studies, inspections, surveys, design reviews, and other engineering / technical duties. You will make decisions concerning the repair and design of fuel facilities. You will plan and conduct engineering studies, surveys and inspections relating to fuel storage and fuel handling operations, systems, and facilities to develop recommendations to effect improvements. You will develop detailed specifications for improved fuel handling systems. You will review plans for construction of petroleum, oil and lubricants (POL) facilities and recommends improvement for more efficient fuel movement. You will serve as a representative in conferences with authority to act on matters within assigned responsibilities.

Qualifications

There is a Basic Requirement to hold a GS-0801 position in the federal service. See the "Education" section of this announcement for details. To qualify, in addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing professional engineering work using knowledge of physical science fields such as geology, chemistry, ecology, and environmental science to perform the following: 1) Providing technical direction, oversight, or guidance to junior personnel involved in engineering work. 2) Supporting a program for the improvement, repair, and maintenance of fuel facilities. 3) Serving as a technical representative on studies, inspections, surveys, design reviews, and/or other engineering / technical duties. 4) Making decisions concerning the repair and design of fuel facilities. 5) Developing detailed specifications for improved fuel handling systems. 6) Reviewing plans for construction of petroleum, oil, and lubricants (POL) facilities to recommends improvement for more efficient fuel movement. 7) Conveying technical information orally and in writing to personnel with a varying level of technical knowledge. There is no educational substitution for experience in this series at this grade level. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

There is no educational substitution for specialized experience in this series at this grade level.
