The position serves as the Director of Engineering in the Virginia Division of the Federal Highway Administration and is responsible for instituting and implementing a complex program to attain the Division goals and objectives, carrying out stewardship and oversight activities. The Director supervises a technical staff of professionals to assure the implementation of the Virginia Divisions goals and objectives for the programs and functions of the unit.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience performing program management principles and practices relating to Federal-aid surface transportation programs; AND Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process. You cannot qualify based on education; you must have experience at this grade level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Negotiation - Works with others towards an agreement that may involve exchanging specific resources or resolving differences. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication- Writes in a clear, concise, organized, and convincing manner for the intended audience. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
