The primary purpose of this position is: to serve as the sole analyst for the Enlisted Force Program for the formulation, analysis, and evaluation of data required to build, justify, defend to OSD and congress, and execute the enlisted portion of the USAF Military Personnel Appropriation (MPA).
Duties
Applying Air Force military expertise translates broad Congressional Authorization Act language on the enlisted force into specific enlisted program objectives and adjusts program through the FYDP to ensure congressional direction is achieved.
Manages the Air Force Enlisted Program to include tracking actual results and recommending changed to meet program objectives during the year.
Assess impact on the enlisted program based on congressional guidance, OSD or Air Force policy and programmatic changes.
As Air Force single manager of the MPA Man-Day Program, develops, delineates and acts as sole waiver authority on MPA man-day policy.
Establishes and maintains interface with other Air Force and Uniformed Service agencies/offices, OSD, GAO, OMB, various defense contractors and Congressional staffers involved in modeling, planning, programming, and developing, and/or setting policy pertaining to data collection requests/responsibility.
Air Force Program Development Division (AF/A1MP). Facilitates management of AF/A1M manpower inputs for the Strategy, Planning, Programing, Budgeting, and Execution process. The Chief of End Strength employee plays a pivotal role in assisting the Chief of Staff, Manpower, Personnel, and Services by providing strategic policy guidance. This position demands a high level of expertise in conducting both quantitative and qualitative analysis on a broad spectrum of strategic topics. The Chief of End Strength must adeptly communicate issues, best practices, and lessons learned affecting Total Force manpower resources through various media as it relates to Officer/Enlisted MILPERs Appropriations programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical and evaluative methods and a thorough understating of regulatory program administration. Knowledge of planning, programming, and budgeting guidelines and processes to prepare long and short range programming guidance in accordance with broad Air Force program policies and objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions in support of the Military Personnel Appropriation.
Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of the enlisted force program and the way PPBS process support the program.
Skill in developing budget forecasts, cost projections, financial exhibits, POM narratives, reclamas, and issue papers.
Ability to gather, assemble, analyze facts, draw conclusions, conduce analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing; negotiates complex issues: and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
