About the Position: Serves as a Public Affairs Specialist located at US Army Garrison Fort Liberty, NC. The Public Affairs specialist plans, develops and executes the full spectrum of public affairs community relations activities and programs, to support and increase public understanding of and appreciation for Fort Liberty missions and activities.

Duties

Serves as Public Affairs Specialist in the U.S. Army Garrison Public Affairs Office. Plans, develops and executes the full spectrum of public affairs and programs. Promotes and maintains effective working relationships with representative of government, civic organizations, news media and other agencies. Plans, directs, and implements community relations and events.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position may require the employee to occasionally travel away from the normal duty station approximately 15% of the time.

Specialized Experience: One year of specialized experience which includes leading community relations engagements, and tours, including coordinating all aspects of the visit to convey information and clarify of the organizations' operations, programs, and activities; establishing, maintaining, and growing an effective network of contacts and relationships with local, regional, and/or national representatives, community groups; and advising leadership of media queries and trends, tactics, and techniques to maintain and grow audience outreach. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as journalism and communication. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Interpersonal SkillsPublic Affairs Policies and ProceduresPublic PlanningTechnology Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
