About the Position: Fort Liberty is known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC. It is centrally located just hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains. Fayetteville Regional Airport is located 12 miles outside of Fort Liberty 's gates and Raleigh-Durham International Airport is 70 miles away.
Duties
Manages and plans community relations, command information, media relations and social media campaigns to convey information, build attitudes and change opinions about FORSCOM, Army and DOD programs, soldiers and units.
Directs FORSCOM media relations, command information, social media and community relations special projects including videos, podcasts, photography, social media and web management.
Develops and directs programs to inform and educate general and specialized publics about FORSCOM Soldiers and units, and their unique relationships with the American public.
Oversees implementation of the CG FORSCOM's command information program; and insures key command messages get to Soldiers, Army Families, civilian employees, and other affiliated internal audiences.
Directs the FORSCOM media relations, community relations, command information and social-media programs.
Provides advice, support and guidance to units at home station (and while deployed) on the preparation of command information and social-media materials for Soldiers, civilians, retirees and Army Families.
Establishes and maintains effective working relationships with news media, decision makers, influential and opinion leaders representing national and international corporations, organizations and groups.
Supervises assigned civilian employees in the Communication Division. Assigns, directs, and reviews work.
Determines training needs and provides for arranges for training and development of subordinates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a SECRET security clearance.
- This position requires the employee to occasionally travel away from the normal duty station less than 25% of the time.
- This position may require One-year Probationary Period.
- This is an obligated position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

Specialized experience: One year of specialized experience in 1) Directs media relations, command information, social media and community relations special projects; 2) Writing plans and guidance to establish guidelines and policies for use within the organization or by subordinate public affairs offices; 3) Presenting oral and or written information to internal and external audiences to gain support from those audiences for existing or proposed programs; 4) Responding to requests for guidance in public affairs matters from members of the command and from the field, as well as respond to requests for information from members of Congress, news media representatives, and the public; 5) Applying principles, methods, and techniques of all forms of mass and interpersonal communications media when developing, executing, and evaluating public affairs plans, policies, and practices.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
