This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (l&A), Collection Management Division (CMD).
Duties
The primary purpose of this position is to serve as a Branch Chief supervising the Requirements Management Branch (RMB) within CMD, which is made up of junior and senior collection requirements managers performing a variety of all-source (HUMINT, OSINT, SIGINT, MASINT, GEOINT) collection management support. Additionally, the Branch Chief assists the CMD Director/Deputy Director/Executive Officer in the day-to-day execution of CMD missions.
The primary role of Branch Chief is to supervise and manage employees conducting all-source collection management for DHS, to include evaluating employee performance, mentoring, and guiding professional development, and recommending best practices and use of resources for the accomplishment of varied collection management roles. The applicant will ensure employees work closely with I&A analytic divisions, DHS IE, and the IC on developing collection management processes aligned to priorities. The incumbent will ensure DHS equities are represented via in-person engagement and presentations as well as through written correspondence and production. Additionally, the incumbent will: supervise the coordination and publishing of all-source collection requirements and materials to focus and inform collectors; manage embedded analytic center collection management support, partner engagements, and analytic collaboration; and manage GEOINT exploitation, production, and dissemination.
MAJOR DUTIES
At the full performance level, the incumbent will serve as supervisory Branch Chief managing and supervising collection management personnel and programs within the Organic Collection Branch within I&A CMD
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives related to collection management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards.
Manage employees prioritizing HUMINT and OSINT collection operations via I&A Operating Directive tied to prioritized I&A collection needs.
Manage program and supervise employees managing Certified Release Authority program for I&A and the DHS IE.
Participate in IC-level functional management committees aligned to HUMINT and OSINT and support the DHS Functional Manager for Collection and Reporting on operational and source management developments and challenges.
Manage OCB employees executing the I&A Operating Directive as well as employees conducting source management for the DHS IE.
Ensure OCB personnel coordinate with the DHS IE and the IC partners as well as internal CMD branches on strategies and collection plans to address intelligence gaps, assess collection efficiency, improve collection methodologies, and address a wide variety of collection and reporting activities addressed by HUMINT and OSINT both internally to I&A/DHS IE as well as IC partners.
Candidate should possess a basic understanding of budgetary and financial management principles related to long range planning of programs and objectives.
Performs other duties as assigned.
Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Overnight travel of 1-5 nights per month may be required.
Qualifications
Specialized Experience: To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service, or comparable experience gained in the Private Sector and/or State, Local, Tribal, or Territorial (SLTT) government organizations.
The applicant must have one year of specialized experience that has provided you with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position specialized experience is defined as performing supervisory management functions and course of action recommendations while handling complex short suspense taskings. Additionally, the incumbent will be responsible for advising senior decision-makers on methods and procedures for improving collection management as well as source management procedures, identifying areas for improvement, and potential conflicts arising from implementing new policies and procedures.
Qualifications and Evaluations: The competencies or knowledge, skills, and abilities needed to perform this job are:
Experience or understanding of supervisory personnel management responsibilities, to include but not limited to establishing employee performance goals and counseling, managing time and workload of employees, resolving complaints, identifying opportunities for employee recognition, promotion or in-grade step increases when appropriate, identifying employee developmental needs and providing or arranging for training (formal and on-the-job) to maintain and improve employee job performance.
Technical knowledge in collection requirements management and collection operations management.
Experience in planning, managing, and directing engagements with a wide range of customers and stakeholders to build relationships that will enable the accomplishment of branch-, division-, and departmental-level objectives.
Obtaining cooperation and support to resolve policy and programmatic issues among stakeholders within and outside the Department; including other Federal organizations, state and local government officials, external groups, and key government and Private Sector individuals.
Preparing and reviewing substantive correspondence and executive-level documents; editing for accuracy, responsiveness, acceptable tone, grammar, style, procedural requirements, and compliance with policies.
Identifying and properly addressing issues or areas of concern that could impede timely and quality responses to tasks.
