About the Position: Serves as Management Analyst and the Administrative Team Lead in the Management Support Branch of the Operations and Regulatory Division.
Duties
Plans, directs, coordinates, and performs a variety of management services essential to the direction and operation of the Division.
Provide knowledge to include program analysis, management analysis, resource management, and personnel management, and administration.
Ability and extensive knowledge and understanding of District, Division, and Branch policies, procedures, standards, and resources.
Develops, initiates, refines, and implements administrative policies and procedures such as methods for the measuring and improving the effectiveness and productivity in the administration of the Division’s programs.
Coordinates all Division workforce management initiatives, including recruitment, training, performance management, development, recognition, organization and staffing, temporary assignments, and other personnel actions.
Assesses the productivity, effectiveness, and efficiency of the Division’s programs and analyzes and resolves challenges in the Division staffing to improve the same.
Responsible for the Division’s operating budget and limited acquisition support to the Division staff in the District headquarters.
Supervises three subordinate personnel, performing the full spectrum of roles (distributing work, rating performance, coaching, developing, etc).
Provide knowledge to include budget formulation and execution, training program formulation and execution, developmental and recognition program oversight, and information management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must possess a valid State motor vehicle operator's license prior to appointment and maintain as position requires frequent travel to field project sites.
- This position supervises less than 25%, making it a Code 4 Supervisor.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some positions allow applicants to qualify based on education substitution instead of required specialized experience, for this position/grade level applicants must qualify based solely on having one year of specialized experience.
