The primary purpose of this position is to serve as Human Resources Specialist, responsible for personnel program management duties at the installation level, to include planning, developing, and carrying out aspects of the fitness and suitability program, ensure that fitness and suitability requirements for civilian personnel contractors, and volunteers are accomplished.

Duties

Manages the Automated Suitability and Security Clearance Process. Manages assignments and/or projects. Evaluates and analyzes all available information, determines its authenticity and pertinence. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of personnel security investigation and suitability/fitness determination laws, legal precedents, regulations, policies, processes, procedures, and automated systems; knowledge of Federal HR management functions, theories, and techniques and the basic relationships of various HR disciplines (e.g., employee management relations, staffing, classification etc.) sufficient to advise management and employees regarding rules and procedures and their obligations and entitlements. Knowledge of conflict resolution techniques sufficient to interact in highly-charged, emotional situations which may arise due to delicate or highly contested case matters and determinations. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of personnel security investigation and suitability/fitness determination laws, legal precedents, regulations, policies, processes, procedures, and automated systems (e.g., DCPDS, e-QIP, JPAS, CVS, NP2 Portal, SWFT, etc.) in order to develop, implement, and improve processes and procedures to maximize program accuracy and efficiency. Knowledge is used to in order to make suitability/fitness adjudicative determinations, develop guidance, work methods, and standardized processes for completing program operations and administrative support functions and ensure Freedom of Information/Privacy Act requirements are met. Knowledge of personnel security database systems in order to assist in preparing and implementing guidance, training programs, and briefings concerning personnel security issues. Knowledge of Federal HR management functions, theories, and techniques and the basic relationships of various HR disciplines (e.g., employee management relations, staffing, classification etc.) sufficient to advise management and employees regarding rules and procedures and their obligations and entitlements. Knowledge of legal research methods, information-gathering techniques, and analytical capabilities sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. Knowledge of conflict resolution techniques sufficient to interact in highly-charged, emotional situations which may arise due to delicate or highly contested case matters and determinations. Knowledge and skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
