The primary purpose of this position is to serve as an Air Reserve Technician (ART), managing the personnel functions. Serves as the Commander's personnel subject matter expert who analyzes the manpower status and personnel requirements of the unit in order develop, recommend and carryout human resource management initiatives.

Duties

DUTY 1: Plans, directs and controls all assigned elements of the Personnel/ Administrative program which include strength accountability, manning control and classification, Officer/Enlisted Performance Report (OPR/OER), awards and decorations, and officer and enlisted promotions. DUTY 2: Performs personnel actions pertaining to voluntary and involuntary outbound assignments, reassignments and retirements to include, but not limited to, administrative separations, high year of tenure and mandatory separation dates. DUTY 3: Independently develops, manages and administers personnel and manpower programs for the Commander specific to supporting readiness and operational integration of AGRs, ARTs, and Traditional Reservists (TRs). DUTY 4: Develops unit readiness plans for the administration of contingencies and mobilization.

  • Must be able to obtain and maintain a TOP SECRET (TS/SCI) clearance with access to Sensitive Compartmented Information (SCI).

Qualifications

*********THIS IS AN AIR RESERVE TECHNICIAN (ART) POSITION*********** ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the Air Force (AF0 Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. 3F071-MSgt (E-7) In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ***Salary Ranges includes local market supplement*** This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Technician/Administrative Support" work category are at the "Full Performance" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of methods, procedures, regulations, instructions, and documentation requirements of personnel, and manpower programs. Knowledge of overall phases of the Air Force and AFRC personnel and manpower programs to determine most expedient means/methods for implementing changes affecting the programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experienced gained in another government agency. OR EDUCATION: successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Example: Less than the full amount of specialized experience described in the job opportunity announcement; however, at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Note: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of the AFRC Reserve mission and training methods, policies, procedures, regulations, instructions, and documentation requirements. 2. High level of knowledge and skill in using automated systems to prepare reports and extract data from them. Ability to analyze automated products lo determine adequacy of program and/or deficiencies. 3. Ability to independently manage, update, and revise personnel and unit manning document data. 4. Expert level knowledge to interpret, develop, and apply Joint, Air Force, MAJCOM, or Air Force Component manpower and personnel policies in order to ensure unit combat mission readiness. 5. Master level skills in oral and written communication and ability to coordinate with all levels of command to ensure accomplishment of personnel, manpower and special security program objectives. 6. Master level of knowledge of special security information, personnel and physical security DoD and Air Force regulations, directives, and reporting requirements. 7. High degree of knowledge for management of the Reserve Personnel Appropriations (RPA) and Military Personnel Appropriations (MPA) programs and associated personnel actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies (UTA). This is an Air Reserve Technician (ART) position; individuals selected for this an ART position must meet and maintain ART requirement. Applicants for ART position must currently be a member of the Air Force Reserve or willing and eligible to join the Air Force Reserves.
