The primary purpose of this position is: To serve as a senior Air Force Program Management Specialist and to provide Air Force military rated nuclear expertise in the Integrated Defense Acquisition, Technology and Logistics Life Cycle Management System, and provide expert guidance and advice to Air Force headquarters staff.

Duties

Applying Air Force military rated nuclear expertise collaborates w/ Air Staff, Joint Staff, COCOMs and MAJCOMs Applying Air Force military aviator nuclear expertise injects a direct presence via panels, shaping directives guidance and interaction with Air Staff, Joint Staff, COCOMs and MAJCOMs. Using AF military rated experience nuclear prepares and presents high level briefings.

Qualifications

Conditions of Employment Continued: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes mastery of Air Force military rated nuclear expertise as it applies to assigned programs, and knowledge of nuclear-related weapons systems. Mastery of advanced management and organizational principles and practices of the Integrated Defense Acquisition, Technology and Logistics Life Cycle Management System including Planning, Programming, and Budgeting and Execution Process (PPBE), Defense Acquisition System, Joint Capabilities Integration and Development System (JCIDS) regulations, guidelines and processes. Thorough knowledge of Air Force Nuclear Deterrence Operations program goals and objectives. High degree of skill in analyzing and comparing weapon system and program requirements, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending program decisions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force military rated (e.g., pilot, navigator) nuclear expertise as it applies to assigned programs, and knowledge of nuclear- related weapons systems. Knowledge of the Integrated Defense Acquisition, Technology and Logistics Life Cycle Management System including Planning, Programming, and Budgeting and Execution Process (PPBE), Defense Acquisition System, Joint Capabilities Integration and Development System (JCIDS) and Department of Defense and Department of the Air Force policy and procedures. Knowledge of and ability to apply procedures, requirements, regulations and policies related to specialized expertise in the work of the agency, including the ability to maintain credibility with others on technical matters; Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing, clearly, concisely and with technical accuracy. Ability to negotiate complex issues while maintaining good working relations with others. Ability to assess the status and build products that enable A10 to advocate and explain the important role of the nuclear deterrence capability, the importance of continuing to strengthen the nuclear enterprise from a stewardship perspective and the contributions of the nuclear enterprise to strategic deterrence. Ability to apply nuclear related background, knowledge and experience to complex issues facing the nuclear enterprise. Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts and capability requirements; Ability to inspire, motivate and guide others toward goal accomplishments; ability to adapt leadership style to a variety of situations. Ability to recognize and analyze problems, conduct research and summarizes results, offering appropriate recommendations; Must be able to obtain and maintain a SECRET security clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
