About the Position: This position supervises a team of administrative and financial staff responsible for administrative management, personnel and manpower management, and financial management of the District's Civil Works Operations & Maintenance (O&M) Program.

Duties

Supports operations and maintenance of multipurpose operating sites, navigation locks and dams, navigation harbors and channels, confined disposal facilities, and flood control dams and reservoirs in three states. Coordinates and oversees the Navigation, Flood Risk Management, Environmental Stewardship, Recreation, and Aquatic Ecosystem Restoration (operations portions) programs and business lines. Advises senior management on Operations and Maintenace Program requirements, budgeting, long-range planning, manpower and personnel, execution, and lessons learned. Represents Division at financial and work force management events, speaking for Division Chief; primary advisor to Division leadership in decision-making processes impacting Division administrative, personnel and manpower, and financial matters. Develops and manages internal relationships with other branches, project offices and other peer organizations, support to higher headquarters, and partnerships with key external partners to ensure successful O and M Program development and execution. Develops annual and long-range budgets for the O and M Program; monitors budget execution and compliance with directives; reallocates funds to ensure successful support to all mission areas; justifies and defends business line requirements. Provides administrative, personnel, and manpower support services to the Division, including local policies and procedures, requests for personnel action, recruiting, retirements, relocations, on-boarding, recognition, incentives, and training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess a valid State motor vehicle operator's license prior to appointment and maintain as position requires frequent travel to field project sites.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education

Some positions allow applicants to qualify based on education substitution instead of required specialized experience, for this position/grade level applicants must qualify based solely on having one year of specialized experience.
