The employee ensures the effective management of human resource information systems (e.g., Castle System (CASTLE) for Time and Attendance and Telework, Federal Personnel Processing System (FPPS), Workforce Transformation Tracking System (WTTS), Datamart (OAS), Debt management, and pay and leave administration.

Duties

The Human Resources Specialist (Information Systems) ensures the effective management of human resource information systems (e.g., Castle System (CASTLE) for Time and Attendance and Telework, Federal Personnel Processing System (FPPS), Workforce Transformation Tracking System (WTTS), Datamart (OAS), Debt management, and Pay and Leave administration.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience with Human Resources information systems consisting of developing spreadsheets, pivot tables, bar charts and pie charts, and running queries on human resources data. Experience communicating effectively with employees and/or supervisors to resolve timekeeping questions/issues. To qualify for the GS-09 on Education alone, You must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with HR information systems consisting of developing spreadsheets, pivot tables, bar charts and pie charts, and running queries on human resources data. Experience communicating effectively with employees and/or supervisors to resolve timekeeping questions/issues. Experience analyzing programs, policies, and/or human resources issues sufficient to develop recommendations for solutions to problems. To qualify for the GS-11 on Education alone, You must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Client Engagement/Change Management – Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture, knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization. Influence/Negotiation – Persuades others to accept recommendations, cooperate, or change their behavior, works with others towards an agreement, negotiates to find mutually acceptable solutions. Knowledge management – Knowledge of the value of collected information and the methods of sharing that information throughout an organization. Oral Communication – Makes clear and convincing near presentations.  Listens effectively, clarifies information as needed.
