You will serve as an OPERATIONS RESEARCH ANALYST for the office of the Assistant Secretary of the Navy (Financial Management and Comptroller) Naval Cost Agency (NCA).

Duties

You will design, develop, and adapt mathematical, statistical, economic, and engineering methods to analyze operational and relational aspects of program cost, technical and schedule dimensions for decision makers. You will prepare independent cost analyses and assessments of acquisition programs across all commodities (Ships, Air, IT etc.) You will provide economic and business case analysis support to decision-makers to include the forecasting of labor, inflation, industrial, and technical trends as they impact the acquisition process. You will participate in data collection efforts and conduct quality assurance efforts on collected data. You will collaborate and communicate orally and in writing with both internal and external counterparts. You will prepare briefs, memos, or reports that distills relevant information, highlight key issues, and summarize analysis findings to senior management.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience preparing costs analysis and assessment of acquisition programs. Experience with data collection, developing cost models, and performing sensitivity analysis. Experience making recommendations relative to cost control. Experience evaluating cost estimates through use of mathematical, statistical, economic, and/or engineering techniques. Experience communicating technical findings to management within demanding time limits. Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
