The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Program Specialist. The Supervisory Program Specialist will function within the Specialty Services section of the Community Outpatient Services at the Youngstown CBOC .
Duties
Coordinates administrative and professional services including development of new policies and maintenance of existing policies, systems planning, monitoring and evaluation of systems and development and implementation of the quality improvement plan
Works closely with the COPS Specialty Care Supervisor in the areas of fiscal planning, marketing, recruitment, organizational development, customer satisfaction, resource management, safety, planning, and implements all professional and administrative activities of the Specialty Care section of Community Outpatient Service.
Serves as the liaison with Human Resources and performs all duties related to staffing new employees within COPS Specialty supportive staff, volunteers, and students and serve as the liaison be between human resources and COPS Specialty Care.
Provides training and technical oversight to all supportive staff involved with COPS Specialty Care administration.
Manages and monitor all COPS Specialty Care office schedules through direct contact with all supportive staff for COPS Specialty Care.
Contributes to a team-oriented work environment to enhance working relationships and improve productivity.
Communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner.
Work Schedule: Monday - Friday: 8am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Contacting others orally and in writing to obtain information; Using computer systems or applications to access, create, edit, print, send, retrieve, or manipulate data, files, or other information; Collecting, compiling, and organizing information and/or data; Initiating and maintaining contacts with individuals outside the organization; Reviewing and analyzing forms, applications, documents, or other information to make determinations (for example, eligibility); Processing or analyzing data using computer systems or applications; Conducting oral presentations to organizations, and determining various Veterans' eligibility entitlements. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond undergraduate education. i.e., The position to be filled is a Supervisory Program Specialist, GS-301-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites.
