The primary purpose of this position is to serve as Director of the Program Integration Office (PIO), exercising authorities over the Air Force C-130J weapon system bed down integration, and standup of the Air Force C-130J aircraft into the 910th Airlift Wing.
Duties
Directs the installation Programing, Planning - Integration Working Group.
Makes comprehensive assessments and evaluations of program goals/objectives which provide a basis for long-range planning and mission execution.
Programs all necessary support to accommodate newly assigned mission and weapon system changes.

As PIO, will be integral to the integration of eMASS development, testing and onboarding of the system into C-130J operations.

- A bachelor’s degree is highly desirable
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- Rated officer (pilot or navigator) experience highly desirable
- Aerial Spray experience highly desirable

Qualifications
This is a Term position NTE 17 May 2026; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes mastery of a wide range of laws, executive orders, regulations, policies, directives, instructions, and concepts governing the Program Integration issues; knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; knowledge of policies, and procedures affecting Program Integration Office (PIO), and the First Aircraft Arrival (FAA) as well as the reception of its full complement of C-130Js in effort to achieve Full Operational Capability (FOC) within the prescribed timetable.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of Air Force mission set and strategic direction. Knowledge of enhanced Modular Aerial Spray System, components, operation, and mission capabilities including mission planning, execution and application of various products required during mission execution.
2. Knowledge of DoD, Joint and AF policies, instructions, and regulations governing transformation and integration processes; knowledge of local community structure, and ability to apply local laws, and understand their impact on integration decisions.
3. Ability to apply analytical and evaluative methods and techniques to issues or studies concerning the integration of programs, missions, weapons, etc., and to design and conduct comprehensive solutions for critical operational and contingency issues.
4. Knowledge of airpower program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
5. Ability to apply military rated aviator and/or military maintenance experience and expertise to assigned programs and/or weapons systems. Ability to plan, organize, and direct organizational functions; mentor, motivate, and appraise a highly diverse staff and workforce.
6. Ability to communicate and negotiate complex issues both orally and in writing, and to garner cooperation from others through tact, courtesy, and diplomacy. And ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
